I have a mobile broadband card in my laptop; there isn't a SIM card in it, and I have not set it up. However, the ON/OFF switch is sensitive and can be interacted with. There's also a drop down for "Network", which is rather ambiguous.

My recommendation would be:

 * Don't allow setting up the card if there isn't a SIM
 * Make the ON/OFF switch insensitive when the card hasn't been setup
 * When the card hasn't been setup, have a clear "Set Up Mobile Broadband" button
