switch from gnome-doc-utils to yelp-utils

The plugins still rely on gnome-doc-utils but it isn't listed as a dependency in jhbuild. It would probably be best to switch to yelp-utils: https://live.gnome.org/GnomeGoals/NewDocumentationInfrastructure
