Observed behavior: 
1. Disable touchpad using Fn-F8
2. Shut Down and Boot up again
3. Touchpad is activated

Expected: Touchpad should stay disabled.

The problem appeared after switching to the Staging Ubuntu ppa on Ubuntu 13.04 Raring Ringtail, it didn't occur on the main Gnome ppa.

I'm using the newest packages from the Gnome ppas.

The device is a SynPS/2 Synaptics TouchPad.

I'm also affected by this bug. My device is ETPS/2 Elantech Touchpad.

To reproduce bug:
1. Disable touchpad using Fn-F9 or change value by dconf-editor or gsettings.
2. Reboot, Reset, Suspend, Hibernate or Log Off
3. On each logon org.gnome.settings-daemon.peripherals.touchpad touchpad-enabled is set to true, touchpad is activated, 

Workaroud:
1.Open gnome-session-properties
2.Add:
gsettings set org.gnome.settings-daemon.peripherals.touchpad touchpad-enabled false

My gnome-settings-daemon version is 3.8.3-1
I've also tested it on 3.4.2-0ubuntu15 and touchpad-enabled keeps last value over boot.

There used to be an applet that would automatically disable the touchpad while typing, but this option seems to have disappeared.  I would give anything to have that back.  My hand constantly touches the touchpad while typing and its very likely to cause a large block of text to get selected, which is immediately deleted by my next keystroke.  Or at the least, I find myself typing in the middle of the previous sentence.

This severely hinders productivity.  If the OS won't let me be productive by turning off features that are in my way (I have a touchscreen, so I don't need the touchpad) then people will switch to a more productive OS.  IMHO, this is a serious bug and a very bad regression.  The "Disable Touchpad While I Type" option was excellent, but Gnome keeps REMOVING features trying to make things better.   Stop taking stuff out that we need!  PLEASE!
