Even though there is a selection for the OSD to be enabled it doesn't present it's self.

OSD? OSK I guess you mean.

It shows up if I manually enable it from the a11y menu, but 1) it takes a long time to start 2) it doesn't type anything when I type on it 3) it won't hide itself when I press the keyboard button on the OSK itself.

Tested with F19 GA (after installation from the live CD)

There is nothing in gnome-shell that would prevent it working.
Maybe it needs the caribou-autostart desktop file in the initial-setup whitelist (which is shared with the GDM one)? Or maybe the a11y-settings gsd plugin?
