csd: compat concerns

At the hackfest, we discussed some compat concerns for the current approach to client-side decorations: - just getting the gdk window of a gtk window and drawing to it or getting its size is going to include the frame (or not, depending on whether csd is in use or not) - setting the default size should have clear semantics of setting the size of the content area. it doesn't currently the proposed solution here is to introduce a frame window that includes the window borders, and go back to have widget->window be just the content area
We're moving to gitlab! As part of this move, we are moving bugs to NEEDINFO if they haven't seen activity in more than a year. If this issue is still important to you and still relevant with GTK+ 3.22 or master, please reopen it and we will migrate it to gitlab.
