Steps to reproduce:
1)Open "file dialog" in firefox browser(for example)
2)Click "create directory" button
3)Change keyboard layout by shortcut key combination

What expected:
keyboard layout changes, i will continue editing name.

What i got:
Keyboard layout changes, the "new directory name" dialog closes.

This should be fixed in GTK+ 3 with the new rename popover.
I don't think it will be fixed in 2.24
