What does the parameter-less "Match All" filter criterion do?

"Edit > Message Filters > Add > Add Condition" offers as the last item "Match All", without any parameters. I have no idea what it does, especially as there already is an independent "Find items: If all conditions are met" option above. After clarifying help/C/mail-filters-conditions.page needs an update.
Docs need updates in two places, also in mail-search-folders-conditions.page
It's a catch-all. Applies an action to a mail unconditionally. I think this is mainly useful at the end of a list of filter rules (rules, not conditions). For example, if you had a bunch of preceding rules with actions to move or delete or even "Stop Processing" mails meeting certain conditions, then a "Match All" rule at the end at that list would catch any mails that slipped past the preceding rules.
