If one clicks on the [+] in the User Panel, and then uses something outside of the control center to switch to another panel (say Network Settings from the shell) then the panel changes, but the add login dialog remains above the new panel.

The dialog should go away.

When the user panel goes away (usually due to another panel replacing
it) complete the add account dialog, if it's up.
