Recently upgraded to Ubuntu 13.04, evolution 3.6.4-0ubuntu1 from previous evolution 3.6.2-0ubuntu0.1. 

Following the upgrade, I receive a "NotAuthorized" error in UI and on the console for all two of my Google accounts configured in Evolution.

Below are relevant console errors relating to one of the accounts. 

Removing the accounts from the Online Accounts interface does not have any impact. The accounts remain active (and undeletable) in Evolution.  Re-adding them has no impact either.

Thanks for a bug report. That's an error returned by GNOME Online Accounts. I understand from your description that it also depends whether the evolution-data-server properly removed old GOA accounts, which it didn't do in your version. The removal (sync of eds with GOA) is working fine in the current stable evolution version, which is 3.12.11. The issue with forgotten passwords after update can be still true, you may visit GOA settings and update "expired credentials" (GOA terminology).
