In 3.8.0 as tested on Fedora 19, the .desktop files of gnome-packagekit are in English, despite being translated in the po files. It appears like that both in Activities Overview and AppMenu.

So a scratch build of the exact package gives translations: http://koji.fedoraproject.org/koji/taskinfo?taskID=5240799

I did a new F19 build here http://koji.fedoraproject.org/koji/taskinfo?taskID=5240833 and it has all the translations, so I guess this was a Fedora toolchain issue, and will get fixed for 3.8.1
