This bug is present on both Windows 5.x/6.x for a very long time.
Not all accelerators are affected, language-independent like "Ctrl+1" still work (tested with GTK 3).

Similar issue (except language-independent accelerators are also affected) was posted in this thread but had no answers:

It will be good at least to see workaround as live without accelerators is not pleasant at all and it marks GTK+ as "if you use it you program will accidentally stop working correctly on random costumer PCs".
