opensuse 12.3
Name        : gnome-shell
Version     : 3.6.3.1

When use 12.3 I found when I use Battery or AC, there are no battery indicator.
Is it designed?

No, it's definitely a bug.

Can you try
gdbus introspect --session --dest org.gnome.SettingsDaemon.Power --object-path /org/gnome/SettingsDaemon/Power
?
If it fails, this is an incompatibility between gnome-shell and gnome-settings-daemon, or some other downstream issue.
If it succeeds, then look at ~/.cache/gdm/session.log and grep for "JS LOG" and "JS ERROR".
