overpopulated top panel

Different users want to use different date format in their panels. Some want full days names, because they have enough space/screen size, some want to restrict day's names and months to initials, due to their panels are overpopulated/screen sizes are not big enough.

Proposed solution - give to the user ability to change desired format.

In attachment there is example of overpopulated top panel.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
old feature requests in Bugzilla which have not seen updates for many years.
