I have following screen configuration:

The problem is I cannot drag any application window to the top screen. My laptop is Samsung 350E7C wired with TV by VGA cable. I tried various screens position in "display" - the only not working is mentioned above. In general when I try to drag window from bottom screen to the top, top bar precludes this operation (window cannot cross the bar). That is why other screen configurations work fine - you do not drag windows thru the bar.

I have the same issue when configuring the screen vertical with primary on the bottom. 

My primary screen is smaller then the secondary, when i drag the window on the top screen, it get squeezed out on the side, just like if the primary screen was in the way.

On the screenshot the firefox windows is maximyzed on the secondary monitor.
