This is a regression I tracked down to this commit: https://git.gnome.org/browse/mutter/commit/?id=d395d75e269e05ae26e7dd44728e0dfc4ce1521c

To reproduce:
- have one app (e.g. Firefox) on workspace 1
- have two apps on workspace 2 (e.g. Emacs and Terminal)
- focus Terminal on workspace 2
- switch to workspace 1
- alt-tab to Emacs

=> Terminal will flash on screen before Emacs gets focused
