I wanted to add "Czech Slovak and German (US)" keyboard layout, but it is not displayed in the layout list in gnome-control-center. I enabled the "Show all installed input sources" switch in gnome-tweak-tool, closed control center and opened it again, but the layout was still not present. After I have logged out and in again into GNOME, the layout was finally present.

The user should be informed about this, otherwise some people might get confused. Please add "(requires restart)" to the text description, add a small explanatory text below the option, or show a warning label/dialog when user enables this option.
