need to add a vlan page to our connection editor

The big vlan-specific element here is that you need to choose a parent device that the VLAN will be a sub-device of. So we'll need some sort of network device picker UI. (And that's "device", not "connection"/"network"/"profile".)

In nm-c-e, this is just a pop-up menu with a list of the device names (eth0, etc). We'd probably want to refer to the devices by the names they have in the list on the left side of the panel though.

As of NM 0.9.8 we only support VLANs on top of Ethernet devices, but this will be fixed eventually to allow other device types too.
