When the toolbar's end is in expansion menu mode because it would
otherwise be wider than the window, the color picker's color squares
do not show any tooltip like they do in non-menu mode.

Looks like it is a Gtk+ feature. Tooltips are displayed in tool bars, not in menus.

No, that was our fault.

This problem has been fixed in our software repository. The fix will go into the next software release. Thank you for your bug report.

Fixed in the pixmap selector too.
