Currently, mnemonics can be set as keyboard shortcuts. There are two issues with this:

* If a mnemonic is set as a keyboard shortcut, it cannot be changed unless it is disabled first.

* The keyboard shortcut does not work regardless of whether mnemonics are enabled or disabled.

This does not affect non-mnemonic Alt+* key combinations such as (just for example) Alt+O.

The solution that should keep everyone happy that comes to mind is to disallow mnemonics to be set as keyboard shortcuts.

By 'mnemonics' you mean the menu mnemonics like Alt-F for the File menu? In that case this problem will disappear when the menubar goes away in bug 672433.
