Don't use autogen.sh, call configure for released tarballs.

Hm, on second thought I'm unduplicating this. Bug 694587 is about the question whether we want autogen.sh in the tarballs at all. Once that's settled, this bug is then about adding the missing pygobject.doap to make autogen.sh work in tarballs.

I think it makes sense to ship pygobject.doap, and in general whatever you need to make autogen.sh work.
