During GNOME Docs hackfest 2013 in Brno, Ekaterina pointed out that
properties icon is just a 'squigly line' and is totally unintuitive.
Everyone agreed.

Looking at the mockups, I think we are supposed to use
'preferences-system-symbolic' here:
