Videoscale should not change pixel-aspect-ratio if add-borders property is set to 1. It should simply copy pixel-aspect-ratio from sink to src pad. Unfortunately it changes the pixel-aspect-ratio and output is buggy. It works without an issue if "pixel-aspect-ratio" is forced on the src pad(This can not forced unless you know the incoming pixel-aspect-ratio)

No issue seen if add-borders is set to default value of 0
