I think it probably makes sense to put the mute (ie. sound off) switch into the header bar. Just like we have for Bluetooth and Search.

It doesn't "turn sound off", it turns off the default sound output. Anything that's playing on another card, or headset, or anything that's input won't actually be impacted.

The current switch isn't global so making it global would be a bigger change than just "moving it to the header bar".

Alternatively, rather than making the switch global, all sound devices could be shown in the drop down each with their own mute switch. That would then bring it in line with the network drop down which shows all network devices, not just the default device (where default here would be the interface with the lowest routing metric I guess)

IIRC there are several plugins that achieve this already.
