Update COPYING for the latest FSF address

The *vala *vapi source files for swell-foop are missing the short copyright bulrbs. 
COPYING needs updating to the latest FSF address, the attached patch does brings it up to date with http://www.gnu.org/licenses/old-licenses/gpl-2.0.txt

See a similar commit dealing with the same issues in gnome-mines.

Copyright headers pushed in cd81cd5.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
