ML archives display non-ASCII incorrectly again

On the archive pages, both in the threads.html overview pages and in the individual mail pages, non-ASCII characters are displayed incorrectly. E.g. in https://mail.gnome.org/archives/desktop-devel-list/2013-February/thread.html and https://mail.gnome.org/archives/desktop-devel-list/2013-February/msg00019.html . This doesn't just affect the Author: line either, as can be seen e.g. on the gnome-de ML pages (just one example of many: https://mail.gnome.org/archives/gnome-de/2013-February/msg00014.html ).
Do you know for how long this have been happening?
Looking at gnome-de ML archives, it seems that mails on or before 29. Jan. 2013 are ok, while the one on 30. and those on 31. Jan 2013 are buggy.
I think we upgraded ML around that time. CCing Andrea.
Under RHEL6, upstart starts every service with LANG=C. It should start postfix with LANG=en_US.UTF-8. I'm not sure how to configure that though. You can configure 'jobs', but postfix is just a sysvinit script. I do *not* want to modify the sysvinit script. Help welcome! Note: Once fixed I'll rebuild the archive to fix existing messages.
s/postfix/mailman/ I changed the mhonarc configuration to create new messages as UTF-8. Still have to rearchive the existing ones though. There are a few other problems, so not rearchiving now (pretty sure it'll take a long time).
