Add a way to access tutorials in different programming languages

This bug applies to the library-web responsive branch. We want the developer.gnome.org site to have tutorials for JavaScript on the home page - and that's what it has. The problem is that it doesn't have any way to get to tutorials for other programming languages. There are a couple of options here. The mockups [1] have a combobox that allows you to switch language. Alternatively, we could just have a link to "Tutorials in other languages" that goes through to an index page. IIRC Tiffany and Susana mentioned in their GUADEC 2012 talk why this is not easy to solve.
Only the combobox or the link too is hard to solve?
