On GNOME Shell 3.7.5:
- Open the user menu and lock the screen
- Unlock the screen
- While the lock screen animates out, look at the top panel

It's transparent, it should turn solid as soon as the animation starts

Yeah, Bastien mentioned it in bug 692966 so I filed patches for it there.
