User and developer documentation are currently mixed up in library.gnome.org. It would be better to split the current site into two: developer.gnome.org (for developer documentation) and help.gnome.org (for user and administrator documentation).

We've done some work to the developer site to consolidate what we have there. We now need a new home for the user and administrator docs - this would need to work in the same way as library.gnome.org.

Technically that would happens on webapps.gnome.org and mostly consist of:

- duplicating /srv/http/library-web to /src/http/help.gnome.org (like there's already /src/http/developer.gnome.org);
- modifying lgorc to mention help.gnome.org as baseref;
- creating a new apache virtualhost for it;
- updating current vhost to redirect requests to help.gnome.org.

Done. I've disabled the changes for a few hours until the DNS propagates.
