On a cold boot, when the caches are cold - like the weather outside, in winter - it takes a couple of seconds (depending on the machine obvioulsy) until the dash(?) appears after the windows-key got pressed.

Please warm up the caches after the shell has been loaded, so that the first windows-key-press leads to a quick loading of the dash.

You probably mean the (activities) overview. The dash is just the sidebar on the left of the overview.
