all .fon fonts show up as generic text in Gimp rather than in the style of the actual font... Windows 7

Not sure if such fonts files are supposed to work at all (I'm under the impression that they aren't). There is, however, bug 362151 from 2006 which claims that a .fon font worked as expected in GIMP, but not in Inkscape.

Thank you. Confirming this bug for the native Mac OS X build and thus setting OS:='All'. Also other bitmap fonts are shown as Helvetica-like fonts (on Windows it looks closest to FixedSys, on Mac to Arial Hebrew)
I expect the cause of the error in one of the underlying font libraries Freetype2 or FontConfig. FontConfig disabled bitmap font support by default a longer time ago. I tried to reenable it by applying the advices for Linux analogously to Windows (e.g. copyied C:\Program Files\GIMP 2\etc\fonts\conf.avail\70-yes-bitmaps.conf to ..\conf.d, removed C:\Program Files\GIMP 2\etc\fonts\conf.avail\70-no-bitmaps.conf, refreshed the font cache in GIMP and extra restarted GIMP) - nothing helped.
I reported the bug to the FontConfig maintainers, see https://bugs.freedesktop.org/show_bug.cgi?id=59480. If they accept and fix it, we should keep this bug as reminder to use a fixed FontConfig library.

Sven, are you saying that this is not GIMP's fault and will get fixed
(if at all) by a fix in fontconfig? If so, please close this bug
as NOTGNOME.

I visited the link where you reported the fontconfig bug and I saw they asked if it ever worked and that was unanswered... I can tell you it worked it 2.6.10!!!

The comments in the fontconfig bug clearly tell us that the problem is
there, not in gimp, closing as NOTGNOME.
