Purpose of up and down arrows is unclear

Created attachment 233433 [details] mockup The purpose of the up and down arrows will often be unclear - there is no indication that reordering the list will affect the order in which results are displayed. My suggestion would be to add an explanatory text at the bottom of the panel (see the attached mockup). The exact phrasing of the text could possibly be improved though: suggestions would be welcome.
Shall we do the same in the region & language panel ?

I guess in the region panel, you can also change the order by add/remove - you can't do that in the search panel

If you don't/can't make a minimal patch, I'll have a go at hand-editing it, as I already do quite often.
