Building and installing the gnome-icon-theme-symbolic.pc file

gnome-icon-theme-symbolic.pc was not being built. With this patch, it is. I have commit rights and I could land the patch myself if it is easier for you.

Why do you need a .pc file for gnome-icon-theme-symbolic ?
I don't think it is really necessary or helps anything.

It does if you are compiling a program using those icons and you want to be sure that the package is present because, for example, you want to bundle those icons. BTW, gnome-icon-theme as a .pc file, actually, the one I submitted for -symbolic c&p from that.
