When IP address is preconfigured on interface before NM starts or manually configured when NM is running, NM doesn't show this address in Gnome/KDE GUI or nmcli.

In that case, NM will remove the address as part of address configuration

Accepting addresses from kernel is currently not supported and is subject to temporary connection support. This won't be supported before temporary connections.
