Sometimes when starting empathy the option list to the right of the activities button on the upper-left corner of the screen isn't shown correctly when the empathy icon is clicked - it only offers:

'New Conversation...'
'New Call...'
'Contacts >' (broken)
'Rooms >' (broken)

Unfortunately I cannot send a screenshot attached because launching the screenshoter somehow *fixes* the menu...

I noticed that as well. That was a gnome-shell bug but I *think* it has been fixed in 3.6.0. Which version of the Shell are you using?
