How to reproduce:

1. Have 2 monitors, e.g.:
   - laptop internal monitor 
   - external monitor (the main monitor)

2. On the main monitor, place some windows on the first workspace
   and other windows on the second workspace

3. Unplug the external monitor
   => the windows move to the internal monitor
   => the windows stay on their correct workspace

4. Plug the external monitor again
   => the windows stay on the internal monitor
   => they are all on the first workspace

At step 3, the windows should move back to their previous monitor and stay on their workspace.

This still happens with mutter-3.14
and if I understand correctly from
https://fedoraproject.org/wiki/Workstation/Tasklist
(search for "Docking station teardown behaviour")
also for mutter 3.16.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/mutter/-/issues/
