Now that we have better behaved scrollbars it would be nice to fix the jumpiness of the scrolled content.

When I move the scrollbar one pixel the view moves many dozens of pixels in a discontinuous way. We don't like discontinuities :)

The effect you see when you scroll at a constant speed is jerk, jerk, jerk, jerk, jerk.

It would be better to fluidly scroll the content to the new location.
