Background panel isn't wide enough for High Contrast theme

If you enable HighContrast, only 2 images (instead of 3) show in each row in Settings>Background. I guess this is because the HighContrast scrollbar is wider and the margins in this panel are tight. Because the backgrounds aren't centered, there is a lot of whitespace on the right side.
