Open a 16 colour indexed BMP file in GIMP
Export it to a file with a name that doesn't already exist
"Run length encoded" not selected
"Do not write color space information" not selected
("Advanced options" greyed out)
Load the file back into GIMP and it is in RGB format not indexed.

"File/Overwrite <file name>"
Load the overwritten file back into GIMP and it is in RGB format not indexed.

I'm sure that this used to work and am quite prepared to admit that I am missing something that is obvious to others - but I can't see what.
