Blurry scaled down image

Images scaled down to small sizes are ugly and blurry. All other small tools and utils have better results than Gimp. I created an image about it (see attachment). Try to write "Gimp scale image" to Google search input and Google will suggest next words as "low quality" "blurry" "ugly"... It's long-term bug. I hoped it will be better in 2.8, but it's same poor quality since 2.4. I rather use other software to scale down logos. P.S.: Please don't try to advise me some Unsharp masks etc. Unsharp mask is changing colors and problem lies in scale itself.

Yes, I think it's duplicate (I didn't found this bug before report), because sometimes results are pretty as expected, not blured at all. As I find out, changing size of result image only by few pixels can help.
