Description of Problem:
Even if we use a different keyboard layout we must be able to use the same shortcuts.
Especially useful for polyglot and Dvorak or Bépo users, it permit users to stay with the same shortcuts with Qwerty, Qwertz, Azerty, Dorak, Bépo…

How to reproduce:
- Set up different keyboard layouts
- Change of layout and see that the shorcuts are different, sometimes very painful with Dvorak or Bépo

Actual Results:
Shortcuts position depends on the actual layout

Expected behavior:
1. The shortcuts may be the same as the first keyboard layout (like in KDE) or
2. The users must be able to change the layout used for shortcuts

Additional Information:
At now it works on KDE (shortcuts are the same as the first layout in the list) with Qt and SDL software (tested with Xonotic and Red Eclipse) at least, but not with GTK software (tested with Firefox and Nautilus).

for it.
