If you have floating utility windows (in GIMP, Pitivi, Inkscape, etc.) and move your main window to another workspace, the various utility subwindows stay on the current workspace. Instead, they should follow the main window.

Is this purely mutter's job, or if it's to be considered a gnome-shell bug?

The issue is less annoying with a permanently visible workspace switcher (gnome-panel) and grouping windows by application is done in the shell (though a pure mutter fix should be possible as well).
