Test case:

- Use russian (or any non-latin keyboard layout);
- Ensure that Ctrl+Shift+T is set as "Open Terminal" keybinding;
- Press that combination.

That worked in 3.4, but no longer works in 3.6.

There isn't an "Open Terminal" keybinding in gnome-settings-daemon, it used to be in mutter.

Do you have any other keyboard layouts setup?

Rui, how do we behave when we don't have any latin keyboard layouts? For Input methods, we usually have a US keyboard layout as a 2nd level layout.
