String and l10n comment issues

At data/gpk-application.ui.h:5, "Licence" is used, where the American English spelling is "License". As per convention, the C locale should represent en_US. This should be solvable in the 3.6 branch without breaking string freeze by search-and-replace in the PO files. Additionally, translator comments are needed for four strings from gpk_strv_join_locale() (src/gpk-common.c:637,640,643,647), as their purpose is unclear without browsing the source.
It appears that the "Apply Changes" and "Clear" buttons in the interface (also data/gpk-application.ui) are untranslatable. This can be fixed without breaking string freeze.
