Ctrl + Z hotkey won’t work. Undo the last action only available through the main menu by Edit-> Undo
Is the Ctrl+Z shortcut displayed in the "Edit -> Undo" menu item?
yes, it's available, but won't work even if proper window is focused
I have never seen or heard this, could be windows specific.
I've tried Ctrl+Z shortcut in Photoshop - it works, but in GIMP operations "Undo" and "Redo" available only through the main menu (Edit -> Undo and Edit -> Redo). Neither Ctrl+Z nor Ctrl+Y don't work.
Works fine here. Is this some kind of special device?

No, just an ordinary laptop
Confirming this for GIMP 2.8.2 on Win 7, 32 bit and OS X Snow Leopard. I tested with Russian and Ukrainian (with respect to Olyas screenshots in bug #686850). After switching the operating systems input language to RU or UK Ctrl+Z refuses working, although it's still shown as shortcut in the Edit menu and the keyboard shortcuts table. Olya, can you please check whether your bug is a duplicate of the ones in comment#7? Thank you in advance.
May be, it depends on the computer settings, because on other computer it works on different language - EN and RU (I've try), but on my laptop it doesn't work even the language is English.
What keyboard layout are you using?
Err you answered that already. Is that 'z' on the RU keyboard layout really a latin 'z'?
I'm using default layout (US) for English.
