It has been pointed out to me that changing the highcontrast switch in the a11y menu has no effect at all on the login/lock screen - it is purely a gtk theme change, and there is simply no gtk on those screens. (same goes for empty desktops, but that is really a corner case)

I've suggested on the downstream bug to hide the switch on the login/lock screens - easy to implement, but needs design approval.

Do we want to support a high constrast shell theme? That seems like it could be the step in the other direction we could take.

Yes, though the contrast of the shell theme is already pretty high :-)

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow

and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
