Thanks for the suggestion; I'm always open to adding new card themes. 

However this particular set isn't acceptable, for two reasons:

* card themes need to be real SVG, not just scanned images in a SVG. If you do want to make a set containing scans, the PySol card theme format (build aisleriot with --with-card-theme-formats=svg,pysol) is much more suited to that.

* the scans in this set are from printed cards that are almost certainly still under copyright. 

To make an acceptable set of 'russian' cards, you could try to contact someone experienced with creating vector graphics in SVG. They should make either an original card design of their own invention, or, if they want to follow an established style, need to make sure the origin card set is out of copyright everywhere in the world. And the licence for the finished card set should be a Free software licence (Aisleriot only distributes card sets that are GPL3+ compatible.)

Note that there's also bug 471659 which aims to localise the card designations "A, J, Q, K" in the standard aisleriot card themes.
