I contacted with Federico Mena Quintero, the maintainer of libslab and reported back that libslab is no longer under development.

Could that repository be moved to git archive?

I'm CC'ing Federico Mena Quintero so that he can give further conformance with this.

Yes, this is correct.  Libslab is no longer being developed.  It can be safely archived.
