When RH was first installed, the GNOME panel would
startup fine, but subsequent logins fail to bring
up the panel (segmentation fault).  If i wipe
out .gnome directory for the user account,
it will come up again fine, but subsequent logins
fail.

Please try the latest gnome-libs and gnome-core packages available
from http://download.gnome.org/

These have fixes for many crashes and other bugs in both packages.
