1. Install account-plugin-irc (and telepathy-idle)
2. Run gnome-control-center credentials
3. Click Add Account
4. Select "Show applications that integrate with Empathy"
5. IRC is not listed in this view.

IRC should show up here as it's registered as a telepathy provider.

It works fine here. Did you restart your session after having installed both packages?

Do you have these files ?
- /usr/share/accounts/providers/irc.provider
- /usr/share/accounts/services/irc-im.service
- /usr/lib/libaccount-plugin-1.0/providers/libirc.so

If you start gnome-control-center from a terminal, do you have any error when listing protocols?
