There's some always disabled menu items that should be hidden, and some more menu items that aren't disabled, and that should also be hidden:
- New tab -> hide
- Open.. -> hide
- Save As... -> hide
- Save As Web Application -> hide
- Bookmarks -> hide

In current web app mode there is no gear menu visible.

Your report says 3.4 so I guess you meant the webapp mode in that version. Can you try your case on master or 3.6?

Ctrl+L -> there's your menu.
